Blanco quest to land new refinery in called a long shot

It would be an unlikely and nearly unheard of economic coup if Gov. Kathleen Blanco could persuade Kuwaiti leaders to build in Louisiana this country's first new oil refinery in three decades, energy analysts say.

Blanco will travel to Kuwait this weekend, the first step in a lengthy process that will likely take years to complete if the project is awarded, to help Baton-Rouge-based Shaw Group Inc., a construction company, snag the multibillion dollar deal.

With a capacity to process 600,000 barrels of oil a day, the refinery would cost $8 billion to $10 billion to construct and be the largest in the country, Blanco has said.
