Blanco spent $141.23 to give away each dollar?

According to the story in today's Baton Rouge paper, the taxpayers of the U.S. will have paid, by the end of the month, the administrators of the Governor's Road Home Program $87.18 MILLION.
Yet, thus far they have given to homeowners only $616,000. In other words the taxpayers have paid $87 Million to give to the taxpayer $616,000 or that we have spent $141.23 to give away each dollar.
If is wasn't so pathetic it would be funny.
