Louisiana has just captured the title of America's Least Livable State. Last year, this column commented on Louisiana's second-to-last-place (49th) ranking for the fifth year in a row in Morgan Quitno's annual Most Livable State rankings. But this year, Louisiana actually has robbed Mississippi of its place at the bottom of the list.
Surely this state can do better. After all, everyone else does.
